That reminds me of the genius I (nearly) ran into coming back from a weekend in Tahoe some years ago. It's the middle of winter, and I-80 is clear thanks to the diligent efforts of CalTrans and the snowplows. We're two miles past chain check, waiting for the road to be cleared and this genius right in front of us (I won't say for sure where he was from but the license plate frame said Huntington Beach) gets out of his domestic boat to put his chains on - wrapping them around from the top of the wheel! After laughing our a***s off for about five minutes, it dawns on us that if he doesn't get moving, neither do we, so we get out to help. We've just about got the b*****s on when genius there asks, "Do I need these if I have snow tires?"
Actually by that time any response besides "NO!" and jumping back into our car would have involved homicide, so we left it at the one word and left him to sort things out for himself.

You should have told him he needed to take the tires off and put the chains on the wheels. :)
As for the cartoon - well, at that point, what else are you gonna do??
